General Food Assistance – GFA (Targeting Refugees & Host Communities)

Since 2018, Hunger Fighters Uganda (HFU) has been implementing General Food Assistance (GFA) in partnership with the World Food Program (WFP), the Office of the Prime Minister (OPM), and UNHCR, delivering life-saving assistance to refugees and vulnerable host communities across Southwestern Uganda. The program is implemented through Cash-Based Transfers (CBT) and in-kind food assistance, ensuring that vulnerable households have reliable access to nutritious food while preserving dignity, choice, and resilience.

HFU currently implements the program in Nakivale, Oruchinga, and Kyangwali Refugee Settlements, combining food assistance with accountability, monitoring, community engagement, and emergency preparedness to strengthen household food security and resilience.

In 2025, HFU reached approximately 586,167 refugees and vulnerable host community members through integrated humanitarian interventions, including general food assistance, cash-based transfers, nutrition services, self-reliance programming, digital financial inclusion, and emergency response activities. Through these interventions, HFU continues to support vulnerable populations while promoting resilience and sustainable recovery.

Project Objectives

1. Food Security and Cash-Based Transfers (CBT)

Enhance equitable access to safe, adequate, and nutritious food for 264,546vulnerable refugees and crisis-affected individuals through monthly Cash-Based Transfers (CBT) and in-kind food assistance before, during, and after crises. The program aims to:

• Achieve an Acceptable Food Consumption Score (FCS) of over 70%.
• Maintain a Reduced Coping Strategy Index (rCSI) of 18 or below by December 2029.

2. Emergency Preparedness and Community Resilience

Strengthen anticipatory action, shock responsiveness, and climate resilience for at least 15,000 crisis-affected people in Southwestern Uganda by:

• Strengthening early warning systems.
• Supporting Disaster Risk Management Committees.
• Promoting climate-smart agricultural practices.
• Reducing emergency livelihood coping strategies

3. Accountability, Monitoring, Evaluation and Coordination

Promote inclusive, transparent, and accountable humanitarian programming by:

• Mainstreaming gender, protection, and social inclusion across all interventions.
• Strengthening Accountability to Affected Populations (AAP).
• Enhancing monitoring, evaluation, learning, and stakeholder coordination.
• Promoting sustainable natural resource management across project implementation in Nakivale and Oruchinga Refugee Settlements.
