Food Basket Monitoring (FBM) & Post-Distribution Monitoring (PDM)
Hunger Fighters Uganda (HFU) has gained extensive experience since 2009 in implementing Food Basket Monitoring (FBM) and Post-Distribution Monitoring (PDM) as a partner of the World Food Programme in refugee settlements in South-Western Uganda and various other humanitarian contexts.
Through these interventions, HFU has monitored the delivery of food assistance to ensure that refugees and other vulnerable populations receive their intended entitlements in the correct quantities and quality. The monitoring activities assessed beneficiary access to food assistance, utilisation of distributed commodities, satisfaction with distribution processes, and challenges affecting the effective delivery of food assistance. The exercises also provided an important platform for beneficiaries to share feedback, complaints, and recommendations, enabling continuous improvement of programme implementation and accountability to affected populations.
In 2015 and 2016, HFU implemented Food Basket Monitoring (FBM) for Community-Based Supplementary Feeding (CBSF) and Protective Rations across all nine districts of Uganda’s Karamoja sub-region. The intervention focused on ensuring that targeted households, including malnourished individuals and vulnerable groups, received their full food entitlements in both quality and quantity. The monitoring process verified food distribution standards, assessed beneficiary satisfaction, identified gaps in service delivery, and strengthened accountability mechanisms. By capturing community feedback and experiences, HFU supported evidence-based improvements in programme design and implementation, contributing to improved food security and nutrition outcomes among vulnerable populations.
HFU’s experience in FBM and PDM demonstrates its strong capacity for humanitarian monitoring, accountability, beneficiary engagement, data collection, analysis, and reporting, enabling partners to deliver effective, transparent, and people-centred food assistance programmes.
